These rodents have a voracious appetite and once they move into your garden they stay there. Dogs are probably the best deterrent. The Groundhog is a solitary animal, so if you can live trap and transport it, this may solve the problem. However it may return if it isn’t taken far enough, or the vacated hole may prove attractive to another animal. You can also fence them out, though you have to bury the base of the fence at right angles so they can’t tunnel under it.

Supposedly Groundhogs can climb to some extent, though the one in my garden in Connecticut tried frantically to dig down under my two-foot high fence (it failed because I had bent it out at the bottom). It never thought to go over it though (maybe it was below average Groundhog intelligence).
